The teenage daughter of souvenir seller Mildred has been raped and murdered. Because the police do nothing, Mildred rents billboards on the outskirts of town accusing the authorities of inaction. The film is carried entirely by Frances McDormand, who puts such rage into her role that it generates understanding and fear in equal measure. To compensate, as "comic relief", it is allowed to joke about gays and racist cops suddenly gain human size.
